Experience Summary

With over 25 years as an Environmental Specialist in projects and challenges associated with Section 401 and 404 of the Clean Water Act of 1977, Anna is a networked, knowledgeable leader and resource when it comes to proposals and issues involving with federal, state, regional, and county  procedures.  She is also recognized as a national leader in mediation, negotiation, facilitation, and public involvement.

Education

She received her masters of science degree in biological sciences from Louisiana State University in New Orleans in 1977, with an emphasis on estuarine malacology and ecology.  She also holds a bachelor's degree in chemistry from Millsaps College in Jackson, Miss.                                     

Training

Anna has over 200 hours training of wetlands ecology/hydrology courses sponsored by the U.S. Army Corps of Engineers and over 250 hours training in Mediation, Negotiation,  Facilitation, and Public Involvement skills sponsored by the U.S. Army Corps of Engineers and the private sector.  She has an additional 100+ hours training of various environmental issues (i.e., Phase I and II Environmental Site Assessments, Environmental Audits, etc.) sponsored by the private sector.

Professional Experience

Anna founded Solutions, Inc., in 1994.  As president and company technical leader, she provides advice to clients concerning environmental compliance, preparation of letters, environmental assessments, permit applications, siting plans, mitigation studies and plans, water quality certifications, coastal use permits, scenic river permits, feasibility studies, ecological studies, environmental impact statements, wetland delineations, and mitigation banks.  

She also assists clients in after-the-fact permit matters;  attends meetings with appropriate local, state and federal agencies to negotiate resolution of unauthorized activities.

For 14 years, Anna was a senior environmental specialist for the U. S. Army Corps of Engineers in Vicksburg, Miss. She was primarily involved in engineering design review, hydraulics and hydrology, construction and facility maintenance operations, and in environmental resources related to the Corps permit and regulatory program.

She began her career with the Mississippi Department of Environmental Quality as a pollution control specialist in 1978, with responsibilities including developing a viable program for commenting on projects concerning water quality and various state and federal permit programs.  

She became 1 of only 2 certified negotiators/mediators within the entire 
U. S. Army Corps of Engineers.
